La crise des caisses d'épargnes françaises en 1848
Abstracts
The National Savings Banks and particularly that of Paris created in 1818 lived through a difficult period in 1848. These institutions, which were representative of the "savings of the poor" that were placed under the safeguard of the "national loyalty", were to be questioned on July 7th 1848 when a decree liquidated saving banks and suppressed accounts. Among the reasons that were put forward was the usual fear of small savers in troubled times but also the serious financial crisis that followed the February events and whose responsability the State placed on savings banks. However the liquidation was never completed: first refunds were limited then savers were forced to convert their savings into pensions, thus democratising a financial tool that had been reserved up to then to the happy few. Savings banks were thus maintained.
